While Rule #4 explictly says “LEGO-manufactured Mindstorms” sensors, this was expanded on and covered in great detail by the Robot Game Updates (cf. #14). The short answer is that HiTechnic sensors are not made by LEGO and are disallowed. All teams should be checking the robot game updates regularly!
