It has been several years since I bought a kit.  Some teams like lots of variety of parts and some teams don't seem to need them.  My team's have always enjoyed having a variety of parts available (because I'm a parts geek)  but they are pretty sophisticated builders. I have seen amazing robotics with minimal parts.

At brickline you are buying from individual sellers like ebay. So read reviews and ask questions about how fast you can get parts.  It is best to pick a lego technics parts supplier and then scan their available parts. I have found that easier than trying to find the parts in the search.

Whether you need more parts is a very team specific question.

        If it were me and I had just started, I would not enter into this year's competition, but hold an after school program starting in January every other week, teaching them programming and then enter next fall's tournament.  Definitely go to this year's event, even as a spectator, because being at the competition teaches you a lot.

It's the best value for your money and time.  Carnegie Mellon also has an excellent series called Robotic Engineering.  They started a free online class equivalent but I can't seem to find that link right now;  Maybe someone else has that link.
