When I judge if one walks into the room we judge. We assume that teams in the tournament meet the requirements. So sick kids should not affect the ability to be judged.

10 is the max; I remember a team with two at a tournament, so fear not. Any “minimum” would, I’m sure, but written in pencil, to encourage inclusiveness.
