There is no lower age limit, so yes, they can. Personally, I would consider 3rd graders borderline -- some do great, some just want to play with LEGOs. As long as you and the older kids don't have unreasonable expectations, are patient with them, and
find a way to include them, they will learn alot and will positively surprise you. But, I wouldn't push a kid to move up against their will; doing a (or another) year of JrFLL can be very rewarding.
