FLL teams can certainly choose to pre-order the EV3. However, please be aware that LEGO Education and LEGO stores (including on-line purchases) cannot guarantee a specific delivery date for your EV3 purchase at this time. LEGO Education does indicate on their website that this product will be available by "Fall Semester 2013".
I called LEGO Education a few weeks ago to ask them about the availability of this product. I was informed that "Fall Semester 2013" in their calendar is during the October/November time-frame.
VA/DC FLL teams may need consider this product's delivery date and determine if they can risk waiting for the EV3 to be shipped to their team in time to prepare for the FLL tournament. Aside from the delivery date, you also need to factor in the time that your team members will need to...

Please take into account the factors mentioned above as you consider your purchasing options for the LEGO Mindstorm product. Check the LEGO Education website periodically for updates on the availability of the EV3 product.
