Yes, two of the same kind of robot can communicate. A common project is
to use one robot as a remote control for the other. If he is just
starting then yes I would buy the EV3 sets. 

If he can he should get an EV3 Expansion Set [3]for each robot. I don't
know about Venezuela but he may need to get the software for each
computer not just one for both. 

High resolution screens are important to use the software so netbook
style computers are not a good choice. An older XP computer with a big
screen is much better than a new computer with a small screen.

	* Windows XP, Vista, Windows 7, and Windows 8 (excluding Win RT) (32/64
