This was my complaint earlier. If you have the EV3 you can build your robot with 4 motors already connected to the robot and programmed to be used. If you are using the NXT you can build your robot with 4 motors but would need to take the time to switch wires from one motor to the next.

There is no discussion in the rules on how motors are connected. Remember, if its not prohibited, it is allowed. Rule 4, bullet 5 says:
ยท MOTORS - You are allowed a maximum of four MINDSTORMS motors in the competition area. Choose your favorite combination from among the LEGO-manufactured types shown here. No other motors are allowed.
