Because Base is 12" high, and the robot and its Cargo have to fit completely within Base at the moment that the robot is started or restarted, the robot is limited to be no more than 12" tall at the moment that it starts.  Once the robot is started, it may grow and extend in any direction.

Rule 30, Bullet 4:  Once autonomous, the robot can go and/or extend in any direction until the next touch and restart.
