Our team brought iPhone and 1. Kid was solely in charge of time with reminders of 1 min.  Etc.  our team did also win core values for our regional tourn

The Core Values activity is only to give the judges a chance to see how the team works together. There is no score or grade, and it is rare for a team to complete the activity in the time given.  The strategy/planning time is part of trying to accomplish the given task.

IMHO, it's just a big pocketwatch, so why should the judges care?
 
More seriously, obsessing over the time during CV judging is not helpful--the judges will be watching the time, because they will want to start in on the Q&A portion.  Being somewhat aware of time during CV judging is helpful, however, because the judges would like to see how the team works together to plan what they will do, to drive toward a decision, and then how they work together to execute the plan.
 
If you look at the Core Values rubric, then in the Teamwork area, you'll see the Efficiency skill, which includes awareness and skill in time management.  The judges may get some information in that area by observing the team during the CV task, and will ask questions about the season to understand more.
