The roof debris game penalty objects are mission models, and all the rules applying to mission models apply to them, unless there is a specific exception.

This is how roof debris objects will be treated at the Virginia/DC Championship Tournament:

- The first four game penalties in a match will have roof debris objects placed by the referee on the Runway.  (Mission--Game Penalty)
- Roof debris objects outside of the Light Blue region may be moved by the robot.  (Rule 3, since neither the missions nor the game updates say that they cannot.  Plus, Update 31 tells you that they can be moved.)  The robot may move them anywhere except into the Light Blue region (Update 31--see below)
- During scoring, roof debris objects touching the runway anywhere outside of the Light Blue region will cause no points to be earned for the Runway mission (Mission-Runway)
- Airplanes that hit a roof debris object after release will almost certainly be stopped at the point of impact and not moved by the referee into the Yellow region.  (Update 13.  I have seen planes hit roof debris objects, and, for me, they meet the criterion for "a lot of stuff".)
- Game penalties will be scored for all roof debris objects placed by the referee, even if they were to get moved to storage.  (Mission-Game Penalty, Rule 8 Base bullet 6)  The roof debris does not have to be on the runway to be counted for a penalty during scoring.
- If the robot moves a roof penalty object into the Light Blue region, the referee will immediately move it back out of the the region at the point of entry (Update 31).  In most cases, I expect that the roof penalty will end up touching the runway and potentially canceling the points for the Runway mission.
- For the fifth through eighth game penalties in a match, the referee will move a roof debris object from the field to the Light Blue region.  The westernmost object is moved.  Any roof debris object in team storage off the mat counts as the westernmost object.  (Mission-Game Penalty).
- Roof debris objects are moved to the Light Blue region just for accounting purposes, so they do not count as objects on the Runway (Update 3).  They will be put as far into the corner as possible, but they still might get in the way of other stuff.
- If a robot moves a roof debris object out of the Light Blue region or partially out of the Light Blue region, then the referee will move it back as soon as possible, and before scoring the field.  (Mission-Game Penalty)
- Roof debris objects that are stored on the field by the referee that do not represent Game Penalties, must be stored along the east wall, in the southeast corner (Field Setup, p.9)  They do not count as being on the field, or in play, and should not be moved by the robot.  If moved by the robot, then they will be replaced, or taken by the referee and stored off the table.
- If the robot is moving a Roof Debris object as Cargo and the robot or its cargo is touched, then the referee will NOT remove the Roof Debris object from the field. (Mission-Game Penalty takes precedence over Rule 31, in accordance with Rule 43.  The roof debris object needs to be on the field in order to properly account for Game Penalties.)
- If the robot tosses a roof debris object over the side of the table, then the referee will put it back on the table, as near the point of exit as possible.  (Mission-Game Penalty takes precedence over Rule 33, in accordance with Rule 43.  The roof debris object needs to be on the field in order to properly account for Game Penalties.)

That's most of what I can think of to say that is specific to the Roof Debris objects.  I hope that everyone finds it helpful.  If a future Game Update adds more information, I will plan to let you know if we learn anything new.  Rules 14 and 15 also apply, just as they do for all Mission Models. Rule 20 and the definitions in Rules 37 and 38 apply, just as they do for any object.
