The Light Blue region is also in the Yellow region. See the note in the Supply Truck mission and the pictures of the scoring regions at the bottom of page 13 of the Rules.

Any mission that gets points for an object that is delivered in or touching the Yellow region will get points, even if the object is completely in the Lt Blue region.
