The hard limit is the upper age. For lower age it is a soft limit. The first year we competed, 4 of my kids were 8 that Jan 1st. They had done Jr.FLL the previous year and they all wanted to move up so we did.

Is there a lower age limit for the Division 1 team? I have a kid that is going into the 4th grade, and has done EV3 programming, and is overall pretty sharp.

This site states the limits as 9-11 for Div 1

But I thought I saw somewhere something about exceptions, hard limits and soft limits???
