Everything on the table must be 100% LEGO! Notice that Mr. Scherr said "built completely of LEGO."   I don't believe LEGO manufactures any tape.

A Launch Pad or Jig in Base is team equipment, so it's up to the team what to do with it.

No, it's not okay for an adult to do any of the programming.  (See FLL  Core Values). But a coach can point the team at resources, discuss the concepts behind different techniques, and be a good mentor.



Don't worry too much about time.  Any timepiece is okay.



As noted, the core values judging is to observe your team.  All judging rubrics look at the team along a spectrum of development.  Some teams are beginners, and some teams are exemplars.  If you want useful feedback, your team should act like themselves,
 the same way that they worked during the season. Each team has its own personality, but we do want team embers to act with Gracious Professionalism.
