Frank is correct, the leniency does not allow the kids to remove the plastic bag. Sadly, the video does make it look like it does, but that was misleading. To answer your other question, the refs will be able to help the kids reach things on the table if needed (generally, this will be limited to rescuing a robot). The robot game isn't like sports where you can often think of the refs are "against" the players. On the other hand, the refs at the robot game are there to help your team.
