The flexibility to use 2x3s instead of 2x4s has been around for a few years now, and FIRST is encouraging the shorter, lighter walls for cost, weight, and conservation reasons.
According to the table build instructions:The walls should be constructed with 2x3 lumber. The detail dimensions state the the height of the walls is to be "3 +/- 0.5 inches", which is clarified to mean "from 2.5 to 3.5 inches". A 2x3 has a width of 2.5 inches, and a 2x4 has a width of 3.5 inches. But it would seem that lego is "encouraging" the use of the 2x3 since that is what is called for in the materials list. My question for the VA-DC folks is, what can we expect at our regional and state tournament?
