The flexibility to use 2x3s instead of 2x4s has been around for a few years now, and FIRST is encouraging the shorter, lighter walls for cost, weight, and conservation reasons. 

 When I checked last year, all tournaments for VA-DC FLL had tables with 2x4 edge walls.

The walls should be constructed with 2x3 lumber. The detail dimensions state the the height of the walls is to be "3 +/- 0.5 inches", which is clarified to mean "from 2.5 to 3.5 inches".
