#1 - yes they can, but they should understand the ramifications (touch/interruption penalties, what happens to cargo, etc).

#2 - you can add/remove attachments between runs, just make sure that they understand the rule on number of motors.  They can have 4 motors total in their possession when they get to the table.  So, if the robot has 3 motors, and 2 attachments each have a motor, that won't be allowed.
