My team had a question on M03 Animal Conservation mission

The challenge says that the referee will reset the red axle during the match after the trays have switched places by rotation of the model. Question is before the match, is the red axle in locked position or is it unlocked (resting on top of the stopper) allowing free movement for the mission model to rotate.
