Welcome to FIRST LEGO League!  You do have to register before you can purchase the Challenge Set, because each team can only purchase one set.  It is not an item that is commercially available.  However, you might try contacting FIRST directly at [log in to unmask] and let them know your situation.  They might be able to work something out for you.  If you can provide some verification that the grant is coming, that might help.

The only option I have for ordering parts through the FIRST team site requires for me to pay for registration first, and that's one of the thiungs the DoD grant has to be used for....
