I am not an expert by any means, but we had similar experience when one of the teammates accidentally  clicked on update firmware and then unplugged the brick from the computer. The update then went into a similar loop. I had to take out the battery and restart EV3 and restart firmware update while keeping the laptop plugged to the brick.

Any other suggestions to troubleshoot this issue are appreciated.
