Q: Can the robot be part in launch and part in home when the technician presses the robot start button? 
A: No, the Robot must be completely in the Launch Area when the technician Launches it.
Rule 12:  Your Robot and everything it’s about to move or use is arranged as you like. It must fit completely in the Launch Area and measure no taller than 12 in.

Q: Can a technician place building materials in the robot attachment if the attachment is in the launch area and the robot is in the home area?
A: This answer is yes, because the Technicians may handle anything that's completely in Home and anything that they are putting in the Launch Area.  All of it needs to be moved to be completely in the Launch Area before you start the Robot, of course.
Rule 19: After passing Inspection, arrange your Equipment anywhere in Home for storage and adjustments, and/or the Launch Area for Launch. 

Q: Is it correct that the robot must be completely in home when a technician changes an attachment for a new launch?
A: No, the Robot may already have been moved into the Launch Area, if that's what your team wants to do.  Changing attachments in Home is fine, too.
