Mission 11 - If there is a team-designed Structure clearly bigger than a Blue Building Unit, built only from your white LEGO bricks

Could anyone please let me know what blue building unit is, is it the small blue unit similar to the one near the crane?

Also, do we need to do anything with the white building near the Safety factor?
