Yes, there are mission models that start the match in scoring position.

Yes, for Mission 12, Design & Build, there are only three circles that can earn LOCATION criterion points (white, tan, red).

Officially, Rule 35 says that points don't exist until the end of the Match, but I'm almost the only person who emphasizes that.  It's common for teams to think transactionally, "what is the change in our expected score if action X happens?"

In addition, I'd almost argue that the LOCATION criteria would mean that the team would get 10 points per every circle on the board (other than the blue circle) but the score sheet seems clear that it is the Number of circles with a color-matching unit.
