1.  Correct, the Mission 11 Innovative Architecture Structure can be touching or on top of something else, and it will score if it is partly or completely in a circle.
But, remember that the M11 Structure is Team Equipment, so the object that it is touching or on top of might not earn a score, if it needs to be Independent.

Also, remember that Mission 11 says to "Design and build your own Structure before you compete, then bring that to each Match. You don’t build it during the Match."

2.  A team may use an alignment fixture that is completely inside the Launch Area to prepare for Launching the robot.  The team may pull it back completely in to Home before starting the robot.  Otherwise, the alignment fixture (jig) must stay in the Launch Area while the robot is running.  The team may remove it once the Robot is Interrupted.  See Rule 22 and update RG21.
