The statement about all team members participating is so that all members who are onsite during a judging session or robot performance round should participate but if they are not on-site during the activity, the team will not be penalized.

What we don't want to see, for example, is half the team participating in core values judging while the other half of the team stays behind to work more on the robot.

If the unavailable team members have special roles in the Innovation Project presentation, or special knowledge in other areas, the the team should try to adapt to showing up without them.
