Yes, Upgrades can be in the same circle, as long as they are on different Stacks. 

Ken is correct. As long as the Upgrade has all its weight held up by a Stack, it doesn’t matter whether it is high or low.

If an upgrade falls off the top level of a stack during movement on a mission and lands on the bottom level of a stack does It still count? It’s still 100% supported by the blocks and not touching the mat... it’s just sitting sideways on the blocks.
