This picture is one stack, two levels. 

Mission 12 tells us what a Stack is.  This one has all the level 2 rooms resting on (or attached to) Level 1 rooms, so is forms a single Stack.

My team thinks placing two red building units(forming a square) in this manner will yield them 20 points(2 stacks, 2 levels) as they are not planning to place anything on top of it. Is this correct?
