In previous years, a team has required registration of 2-10 members.  Teamwork is fundamental to parts of the FLL-Challenge experience.  I don't know that that will change for the upcoming RePLAY season.

I know that FIRST thinks that it is highly desirable that teams can meet in person, especially so that team members can be hands on with their robot and parts.  That might be easier to do with a smaller number of members, if you want to maintain rigorous social distancing.  

There will certainly be challenges for a team that wants to meet mostly/entirely virtually.  Check out FLL Share and Learn on Facebook--there are a lot of coaches sharing their thoughts there.
