Many of the teams really aren't thinking very much about next year just yet, so responses might be a little slow, but don't worry! There are a lot of really great teams in the DC area that love helping other teams out. You'll soon be overwhelmed (in a good way!) with offers to help. I'm in the Norfolk area, so I can't help you much, but I am very confident that you will get all the help you need. 

Feel free to ask all the questions you want right here.

I am new to First Lego league. I am actually new to robotics. I want to start a team with my children and a few friends. I bought everything last year but it was too late so we could not complete things or join any competition.
