I'm not sure what I can do to help, but I'd be happy to help however I can. Just let me know!
As far as getting kids on teams - yes, it's hard and I know many people do not have the resources to start their own team. However, if there are parents that would like to start their own community team and need some help with how to start, I know there are many teams in VA, including our team, that would be more than happy to offer assistance. There would be a couple ways to ask for some help. 
First, VA-DC FLL has an Ask-An-Ambassador page where teams can volunteer to help other teams. Take a look to see if there is a team near you (it probably doesn't matter though if you are in close proximity to a team though...any of them will be glad to help). Second, you can send an email out to this list asking for help and you will have more offers for help than you can manage. :)

Personally, our team would be happy to help anyone considering starting their own team, whether the questions are how to go about starting, programming, robot building, or whatever. Starting a team is not undoable and there is no experience necessary. Don't hesitate to ask for help.
