Hi Michael, I'll jump in here (one of the co-founders of the journal). Our main criteria is the following: does your article have novel ideas that have the potential to advance science in any way? We are trying to be as open-mind as possible about what constitutes a valid scientific contribution. If I'm understanding you correctly, I think this would be an acceptable paper if you could make the case that this would benefit science in some way, however indirectly. So if your proposal could improve the way that scientists work and interact with information, then by all means this would improve science and we would love to publish it.
