Fascinating!

I am offering up for discussion an actual means of decentralization that is
found on theories of learning, not ideology or politics.  Of course it can
become politicized and as it is by definition progressive, stakeholders
will out of fear no doubt attack it.

Take home: We can build instrastructure in organizations and societies that
provide assurance of a chance of intelligence.
