That is correct. In VA those age divisions apply to both the regional and state competitions. For the teams that move on to the World Festival, there will be no age divisions.

Like racehorses, we'll treat all children born in the same year as being the same age for determining the Virginia-DC FLL Division.  The key date is January 1 of the year the Challenge was released, which is January 1, 2018 for Into Orbit.  So, any team with members born in 2005 or earlier will compete in Division 2.
