U04 -- yes, the Satellites are fragile, so let's recognize that

We are experiencing a similar issue with the “Crew Payload” model from the Space travel
Mission. The astronauts LEGO pieces come off very easily.

Will there be a penalty if the Crew Payload travels without the “crew” or, if the astronaut piece falls off the vehicle inside or outside base?

Based on the current rules, it sounds like there will be a penalty.
