To clarify, each tournament is given a quota of teams to advance to the
state championship. This number is based on the number of teams competing
at the tournament. The more the teams at the tournament, the more teams
will advance.

During the tournament, the *judges* determine which teams will advance
using the FIRST LEGO League advancement policy (it is not determined solely
by the Robot Game score). "The qualifier advancement policy is based on
Champion’s Award criteria. ...Champion’s Award criteria require that the
team, performs well in all three judged areas (Core Values, Project, and
Robot Design)."
