Yes it counts because "in" is defined as in the volume about the designated
area.  But again read the rules because the mission pieces can't violate
rule 13 (bullet 3) and each mission piece (2 people, assuming you left the
3rd in the patient area) and the 3 blood cells must each be "in" independent
of each other.
