The referee will mark the scoresheet based on the condition of the field at
the end of 2.5 minutes (Rule 35).
For Mission 13, the question that referee will answer is "How many Upgrades
are Independent and Supported only by a Stack that is at least partly in a
circle?"
So it's up to your team how you have the Robot make that happen.  (As long
as you follow the Rules for Launching, and not touching objects outside of
Home/Launch Area, etc.)
