Is there a lower age limit for the Division 1 team? I have a kid that is
going into the 4th grade, and has done EV3 programming, and is overall
pretty sharp.

This site states the limits as 9-11 for Div 1
http://www.va-dcfll.org/teams/start-register-a-team/
But I thought I saw somewhere something about exceptions, hard limits and
soft limits???
