In general, Coach Lennox's comments are correct. In some years past, FLL
has made a point to say that while they do not want "disallow" a particular
type of solution, they have gone so far as to say that awareness campaigns
will probably not score highly on innovation. This makes sense, if you
think about it. FLL doesn't want to discourage a team from doing something
that they really want to do. Awareness campaigns play an important role in
management of the human water cycle. However, they would like to encourage
teams to try and come up with an INNOVATIVE solution that solves a problem.

This year they have not included this language. I don't know if that is
meant to be a relaxation of the rules, or an oversight. I encourage you to
look over the rubrics and try to score your team's solution with a critical
eye.

If your team really wants to do this app, then I would say absolutely do
it. Share with them that this may not be the most innovative of solutions,
but certainly don't discourage them from doing what they want.
