No, there's nothing in the rules that says that the robot has to return to
Base at all.  (unless it is touched, of course!)

Since returning to Base is not in the Updates/Missions/Rules/Setup/Video,
it doesn't matter.  See Rule 3 - Interpretation:
  -- If a detail isn’t mentioned, then it doesn’t matter.
  -- There are no hidden requirements or restrictions. If you’ve read
everything, then you know everything.

For Rookie teams, note that there's also not anything in the rules that
says that you have to do everything for a mission on a single trip out of
Base.

That means that teams will have a lot of flexibility in their strategies;
the robot may do tasks in any order, the team can combine tasks however
they want to, and the team can choose which missions they want to attempt,
and which they don't.

  That's good, because with 19 different missions it will be hard for any
robot even to attempt them all in a single match!
