The team needs to be able to show programs to judges and be ready to discuss them with the judges during their judging session.  You can have paper copies of the programs or display on an electronic device. I have seen teams use Tablets, computers, and paper in the past. All work. Yes, the entire team needs to be ready to discuss their robot and programs with the judges. Nothing wrong with any student only able to talk in broad terms and point the judges to another team member. Only causes for pause is when the entire team points to one student for everything. 

No USB or paper copies needed to be handed over to judges.
