Sorry--When I say a "clean start", I mean a start that is in accordance with Rules 20 and 21.

The rules distinguish between the start of the match (when there is a countdown), and the various starts of the robot.  The first start of the robot during a match has to wait on the countdown.  All starts of the robot after the first (usually called "restarts") don't wait on permission or a countdown but do require that (1) everything the robot is touching or will use is completely within Base, (2) everything is motionless, (3) no-one is touching the robot or other objects in Base.

Darlene's short list makes for good guidelines.  There are consequences specified in the rules if the team doesn't follow them (the robot becomes inactive and you have to restart, you might lose cargo, etc.)
